Water supply to be shut off in Constanța on 22 July 2025

On Tuesday, 22 July 2025, from 21:00, RAJA S.A. has announced the suspension of drinking-water supply in several areas of Constanța. The disruption will last approximately 23 hours, until 20:00 on 23 July.

For more information about RAJA, see also Water supply to be shut off in Medgidia on 30 July 2025 – affected areas and reason for the works, which provides additional details on this subject.

Reason for the works

The shutdown is required for work to connect the new trunk pipeline (DN 600 mm) to the existing system. The work is part of a project to rehabilitate and modernise the water transmission networks under the POIM programme, aimed at improving the pressure, capacity and reliability of the water-supply system.

Affected areas

According to the announcement on Constanța City Hall’s website, the following areas will be affected:

  • the Tomis Nord neighbourhood;
  • the university campus;
  • Tomis Boulevard (the University–Aurel Vlaicu area);
  • areas served by heating substations PT 102 and PT 104;
  • the Mamaia resort, Mamaia Nord and Mamaia Sat;
  • the Năvodari Lock and SP Midia;
  • and other areas adjacent to the trunk pipeline.

The full lists were published on the official websites of RAJA and Constanța City Hall.

Estimated duration and restoration of supply

The shutdown will begin at 21:00 on 22 July and end at around 20:00 on 23 July, with supply restored gradually depending on pressure in the network. When supply resumes, the water may be temporarily cloudy—a normal occurrence after shutdowns while the pipes are being refilled.

Advice for consumers

  • Ensure you have a minimum reserve of drinking water before 21:00 for personal and household use.
  • Avoid consuming water directly from the network after supply resumes until it runs clear.
  • For household purposes, use cloudy water only for non-food-related activities, such as washing and toilet use.
  • Avoid using washing machines and dishwashers immediately when supply resumes, in order to prevent blockages caused by impurities.

Impact and long-term benefits

Although inconvenient, the shutdown is part of major investments expected to bring significant benefits: stable pressure, networks more resilient to faults and reduced water losses. The trunk-pipeline project is worth tens of millions of lei, and the DN 600 mm connections are essential for the future.
