Call-up order for reservists in Bucharest and Ilfov: what you need to know

News2 min read

Romania’s Ministry of National Defence (MApN) has issued call-up orders for reservists in Bucharest and Ilfov. The move has raised numerous questions, and MApN has provided official explanations. Importantly, this is not an actual mobilisation, but a routine procedure to update records and assess the reserve force.

What is the purpose of the call-up?

According to MApN, the call-ups are being held to update the military records of the people concerned and to prepare for a mobilisation exercise scheduled for 12–20 October 2025. This is a periodic practice and is not connected to a conflict or a general mobilisation.

Which reservists are affected?

  • People who completed compulsory military service before 2007;
  • Former military personnel, police officers or staff of defence-sector institutions who fall within the age limits for the operational reserve.

Is this an actual mobilisation?

No. The Ministry of National Defence stresses that this is an administrative procedure, carried out in accordance with the law, to verify and update reservists’ records.

What does attending the call-up involve?

  • Duration: around one day (eight hours) at the military unit;
  • Activities: verifying personal information, an introduction to the unit’s structure and, possibly, demonstration exercises;
  • Provisions: lunch provided by MApN;
  • Entitlements: a paid day off work, based on a certificate issued by the military centre.

How often can a reservist be called up?

Under the legislation, a reservist may be called up no more than three times in their lifetime for such updates.

Have similar exercises been held before?

Yes. Similar exercises have previously been held in Bucharest (2013), Ilfov (2021), and Teleorman, Giurgiu and Olt counties (May 2025). They will take place in Sibiu and Mureș counties in September 2025.

Why is it important to rely on official sources?

MApN warns that there is a risk of disinformation. For accurate information, citizens should consult the MApN InfoRadar platform and official statements. The order is not connected to any imminent military conflict, but is part of the organisation of the reserve force.

The call-up order issued by MApN for reservists is a normal, periodic and lawful procedure intended to update records and keep reserve forces prepared. It is not a reason for panic or misinterpretation.
